Dick Gould sent out a message about the hearing on 13 education bills 
tomorrow, with Hancock County's own Brian Langley presiding. Dick 
attached a list of penalty bills (in a form I can't open), and the 
testifying procedure, which I've also appended below his message in text 
form. Should be interesting. Lucky it's Friday and not Monday -- all the 
federal highways may be shut down by then...

I am sending the ground rules for testifying tomorrow in front of the ed
committee.  And I am re-sending the list of bill as some have not
received them

“Ground Rules” for Public Hearing -- April 8, 2011

13 Bills Related to School District Reorganization Bills

In order to receive testimony from the greatest number of people, and in 
the most orderly manner, please respect the following ground rules:

1. Bill sponsors and co-sponsors will present the bills in 4 groupings 
(i.e., The 4 bills in Group 1 proposing to eliminate penalties will be 
presented, then testimony will be taken on all 4 bills).

   Group 1:  (Eliminating Penalties):  LDs 139, 268, 385, 786
   Group 2:  (Exempting Specific Units) :  LDs 171, 1107, 1289, 1206
   Group 3:  (Withdrawal from RSU):  LDs 1049, 803, 1083
   Group 4:  (Other Requirements):  LDs 1214, 800

2. Public comment will be taken on a “1st-come, 1st-served basis.” 
Those wishing to testify must sign up at the “information kiosk” in the 
lobby outside of Room 202 (Education Cmte).

3. Pursuant to the Legislature’s Joint Rules, the Chairs will limit 
testimony to 3 minutes per person for the orderly conduct of the hearing 
and to allow all who wish to testify the opportunity to speak.

4. We will alternate the presentation of testimony by taking public 
comment first from “Proponents” of the bills, then moving to “Opponents” 
of the bills, and then hearing from those “Neither For or Against” the 
bills.  We will repeat this cycle as necessary.

5. If you have written testimony, please present 20 copies to the 
Committee Clerk before you speak.

6. Please do not repeat testimony that has already been presented.

7. Spokespersons for large groups are encouraged.

8. We have reserved one “overflow room” in Cross Office Bldg, Room 208 
(Agriculture, Conservation & Forestry Cmte) where you may listen to the 
hearings.

9. After you present your testimony in Room 202, please make your seat 
available so that we can accommodate other people from the “overflow rooms.”

10. Copies of the 13 LDs are at the information kiosk in the lobby 
(outside of Room 202) and at the Legislature’s website 
(http://janus.state.me.us/legis/).

11. If you would like to submit written testimony (instead of testifying 
in person), please do so on a form provided at the information kiosk 
outside of Room 202 and in Room 206 (ACF Cmte).
