Good Morning
     Mark Robinson asked me to email you folks as he is have email 
problems.  I just got off the phone from speaking to Deb Friedman, who 
is one of the Gov. senior advisors.  She told me that they have not met 
with the Gov yet to discuss issue of signing the bill.
     One of their major concerns is that by delaying the penalty it 
could encourage schools to stop working to consolidation.  I told her I 
did not believe this would be they case, but the majority would continue 
to work to find an equitable solution to the problems they face.  I told 
her one of the big problems is the cost sharing formula due to the wide 
difference in valuations in rural areas.
     We strongly encourage you to either email Deb Friedman using the 
Governor's web site or call her at 287.3531.  Now is the time if  you 
want to delay the penalties.
If he does not sign by the end of this week, the bill will not go into 
effect.
