[Local-Maine-Schools] LD 1932: Senate insists

Minutes ago, the Senate declined to concur with the House amendments
to LD1932, 'insists' on its version, and requests a Committee of
Conference with the House to reconcile the bill.

Apparently allowing or disallowing the Gooley/Carter minimum-size
waiver is the matter of substance.
