[Local-Maine-Schools] House again fails to enact LD 1932

After a vote to reconsider yesterday's vote, this morning the House
again failed to enact LD 1932 as an emergency measure.

Vote todau was 97-46 today, as compared to 97-45 yesterday.  101 votes
were needed to enact.

While more Democrats voted to support, there was a net loss of four on
the Republican side.
